The majority of the 365 days a year, there are not very many people if any at the park, Maybe on the weekend if its is nice weather there is a crowd of people, which is about 10 times a year.
I can not believe someone could be fined if there dog is off the leash when there is hardly anyone or no one else at the park.
There should be a designated area for off leash dogs, no fence (I think they are unattractive and would take away the beauty of the park) There are other cities that have done it this way.
