		<description><![CDATA[Perhaps the City Council could find a way to partner with KCLS and a private developer that can build a nice pleasant City Hall and community center next to the library.  Many developers will build for government agencies on a 25 year lease buy back plan.  Just keep it practical!  How about attracting something downtown that is socially useful, rather than AM/PM and McDonalds as our reference points!  What about canceling the ban on drive through businesses, that prohibit even another gas station?  There are only so many possible areas for business growth!]]></description>
